Because it is in several locations, better protected and further away. Getting rid of the entire program, root and branch, would be much more difficult.<br />Further, Iran has greater economic resources, and could rebuild much easier whatever portions were destroyed. <br /><br />There is a solution: regime change. The simplest, surest way to that end, is take out their oil export infrastructure. This cannot be protected underground, and is much more difficult to defend. <br /><br />Taking our Itan's oil export capacity would likely incense them, they would probably fire off whatever they had that was not destroyed, but would not be able to purchase a continuing supply of weapons.
